This is signed by the man and was given to William Tomasson, who for a time served with Louis in the Zulu War of 1879.

The uniform I beleive to be from a personal elite regiment of Napoleon III that is all I know as Andre was a member. But of what in particular I do not know.

A mystery man, but its thought that he may be the brother of King Christian IX of Denmark as this was written on the reverse of the document. 

Christian reined from 1863 - 1906.

I now think this is Christian’s brother Julius from researching photographs of the family.
